23 New Teachers at LHSD while projecting $400,000 deficit??

According to an 8-23-13 Logan Daily News article, “LHSD adds 23 new teachers“. The Logan Hocking School District has hired 23 new teachers for the 2013-2014 shcool year. ┬áThe LHSD is projecting a $400,000 deficit, according to Treasurer Paul Shaw. With that in mind… are these teachers replacing others or are they in addition to last year’s teaching staff? If any of these new hires are in addition to what the LHSD already had… one has to wonder why? According to Ohio┬áDepartment of Education data, in 2012-2013 the District saw a 125 student drop in enrollment from the previous year. In 2007-2008 (the last year the ODE has for student teacher ratio for LHSD) the District had 19.7 students per teacher. Similiar districts had 18.2 per teacher. However, in 2007-2008 student enrollment was 4,062 students. Last year the District had 3,885. So one would think the student teacher ratio has dropped. Does anyone know if these hires are in addition to last years teaching staff or are they replacing teachers that have left or retired? Also, another interesting tidbit. In 2012 LHSD teachers made on average $2,000 more per year, at $54,521.48 than similiar districts according to the ODE.
